Carbon capture and storage takes carbon dioxide from power stations and factories, pipes it offshore and stores it in rock under the seabed. Britain’s first projects are being built in two clusters. On Teesside, Net Zero Teesside Power and the Northern Endurance Partnership reached financial close in December 2024. In the HyNet cluster across the North West and North Wales, Eni’s Liverpool Bay CCS moved into construction in April 2025, and Heidelberg Materials’ Padeswood cement works and Encyclis’ Protos plant at Ellesmere Port followed later that year. Acorn at St Fergus and Viking CCS in Lincolnshire now have government development funding, and Drax, Keadby 3, VPI Immingham, Peterhead and H2H Saltend are planned. Hydrogen plants are coming too, from EET Hydrogen at Stanlow to the eleven electrolyser projects backed in the government’s first hydrogen allocation round.
Each project runs for years. Design and consent come first, then a final investment decision. Construction follows: groundworks and piling, steelwork, the capture plant, compressors, and new or reused pipelines to the coast. Liverpool Bay CCS is due to be commissioned in 2028, Net Zero Teesside Power is due to start up in 2028, and Padeswood and Protos aim to start in 2029. Once running, the plants need operations and maintenance crews and planned outages, like any process plant.
On site you’ll find civil engineers and groundworkers, piling crews, steel erectors, pipefitters and welders, pipeline crews, electrical and instrument technicians, commissioning engineers and project managers, working for contractors such as Balfour Beatty, Technip Energies, Saipem, Worley and Kanadevia Inova. Headcount builds over months, peaks as the plant comes together and drops away through commissioning. Many people work long days and go home at weekends or on a rotation.
The sites sit in industrial estuaries on Teesside, the Humber, the Dee and the Mersey, and on the coast of north east Scotland, where hotels are few or already busy with other work. Programmes last years, so crews want a proper home rather than a hotel room: a kitchen, space to switch off, parking for vans, and a short drive at the end of a long shift.
